Subject: Freedom of Information Request - Capacitygrid/Liberata UK Ltd Contract and Data Processing AuthorityDear FOI Officer,Under the Freedom of Information Act 2000, I am writing to request the following information regarding the engagement between the London Borough of Barnet and Capacitygrid (a trading name of Liberata UK Limited), in relation to the Empty Homes Review campaign:1. Contractual AgreementPlease provide:１.１ A copy of the contract, service agreement, or memorandum of understanding between the London Borough of Barnet and Capacitygrid/Liberata UK Ltd relating to the review of empty properties.１.２ The start and end dates of this contract or agreement.2. Data Processing and AuthorityPlease disclose:２.１ The legal basis under which Capacitygrid/Liberata is authorised to contact individual residents directly and request personal data (e.g. names of tenants, occupancy dates).２.２ Whether any data sharing agreement or data protection addendum is in place between the Council and the company, and if so, please provide a copy or summary of the terms.3. Data Protection Impact Assessment (DPIA)Please provide:３．１ A copy of any Data Protection Impact Assessment (DPIA) or risk assessment conducted in relation to this project.３．２Details of how the Council ensured compliance with UK GDPR and the Data Protection Act 2018 when authorising Capacitygrid to process residents' data.4. Foreign Ownership ConsiderationGiven that Liberata UK Ltd is a wholly-owned subsidiary of Outsourcing Inc., a Japan-registered company, please confirm:４．１ Whether the Council has considered international data transfer restrictions or the implications of working with a non-UK/EU parent entity.４．２ Any internal assessment or legal advice undertaken before data access was granted to this provider.________________________________________I would appreciate your response within the statutory 20 working days, as provided by the Freedom of Information Act.
